I agree Alison...I don't think 'dienstverlening' in itself is quite adequate here ... business clearly implies 'onderneming', 'bedrijf' etc., i.e. one which provides services. In addition., I've just been to PROZ and seen the translation there. Here it is:

Source text: Investing to develop a value-added performance services business

Target text: Investeren in de ontwikkeling van een dienstverlening die de geleverde prestatie een toegevoegde waarde geeft.

It's a good try, but not good enough in my view...the Dutch is not a true reflection of the English.
