Deduce in this context would mean to conclude or determine what those consequences would be. That they may not "sanction the construction" means they cannot approve, provide permission to or support construction contrary to the rules.
The answer would depend on the dialect of English spoken at the school. For US English this would be the Principal, in the UK he would be called the Headmaster, or less commonly Headteacher.
For the record I just received a sketch with another portion of the manual. Judging by the sketch and the replies I'm thinking brise soleil or sun shading louvres would both be accurate translations. Thanks for the quick replies.
I think what Jane meant is that it is rare to see Administrative Director used for a school below the University level in English, I can't speak for U.K. English, but in the U.S. aside from experiences growing up here I've done quite a bit of translating ...
