Don't u think here it is meant الدولة because if the dead employee does not have anyone to inherit his money, then where would it go!!!

Nagla, in Egypt it's true that after one's death his legacy turns to خزانة الدولة, but it seems this is another country with different regulations.

However, الدولة is "S"tate not "E"state

You are absolutely right, but when I looked up in Babylon it translated it to مقاطعة، ملكية , that's why I rushed to the word دولة

I would have said تركة too Salah, expect for there is a difference between legacy and estate, as legacy does not comprise the liabilities
