An alternative to "shutdown." Like shutdown, closure would also be acceptable in the context of industry. One often finds "annual closure." My suggestion, however, might be more applicable to the commercial/retail sector.
I like "Shutdown 2009" (a good descriptor of the economy, too...)
I find that "Welcome to 'Shutdown 2009'!" works well, like a "Spring Break" flyer.
Another option would be to speak of a "Pause".

I agree with Jane that "Welcome to the shutdown" sounds weird, but not more so than "Bienvenue à l'Arrêt". Krystal, please give us what follows "Les objectifs de cet arrêt sont:", we will then easily come up with the context appropriate term here.
