Contexto
In case of employee's death during the working hours, the employer will pay to the employee's surviving spouse/dependents, or if the employee leaves no surviving spouse/dependents, then to the Employee's estate.

مجموع ما يخلِّفه الموظف من ممتلكات وديون
it is possble to say "ممتلكات ", but in case of dead person it's both his "ممتلكات وديون"

Hi Amal, Don't u think here it is meant الدولة because if the dead employee does not have anyone to inherit his money, then where would it go!!!

no, Eyad it's "the employeR will pay .... to the Employee" double check it Nagla, in Egypt it's true that after one's death his legacy turns to خزانة الدولة, but it seems this is another country with different regulations. However, الدولة is "S"tate not "E"state

You are absolutely right, but when I looked up in Babylon it translated it to مقاطعة، ملكية , that's why I rushed to the word دولة
