Here is how I would phrase it: "...this new assessment framework is to apply to that of any public policy (project, program or strategy), regardless of its domain of implementation or advancement level"

I think you forgot the choice, Martin....:)

Thanks everyone! I have gone for "...this new assessment framework is to apply to that of any publicly-endorsed policy...."

this is misleading and doesn't match the meaning of the Fr. phrase:

choix public = choix (de politique, projet, programme...) fait/décision adoptée par les pouvoirs publics

et non pas un choix validé/approuvé par le public ou publiquement

public policy

"policy" est un des termes les plus difficiles à traduire, mais il me semble que la notion de "public policy assessment" rend bien ce dont on parle ici.

agree

Nov. 4, 06:17 GMT

How does it fit in the sentence?

Jane Lamb-Ruiz Concuerdo

Could be....:)

Nov. 5, 06:37 GMT

Agree - I think you're right, but my problem was how to fit it into the sentence properly!

public sector decisions

To me, the "public" here refers to the public sector and therefore they have to be talking about a new system for appraisals or assessments that should be used in the case of public sector projects, programmes, policies, etc., in making the right choices

Nov. 4, 13:55 GMT

I agree with the meaning, obviously. But are government decisions always "public sector" decisions? What about those that affect the private sector?

public option

Here's a French press piece on the Current US Healthcare "debate"...choix publique clearly means Public Option...

15 mai 2009 ... un solide composant de choix public, qui suscite l'opposition de l'industrie des assurances, des Républicains et de certains Démocrates. ...

choix here is Option.....:)

In some contexts, it can also be Public Choice....:)

Thanks - that's a helpful link. Didn't come across that one!

I agree Jane, it could both explanations, public choice or endorsed by the public. Good job!
