Here is how I would phrase it: "...this new assessment framework is to apply to that of any public policy (project, program or strategy), regardless of its domain of implementation or advancement level"

this is misleading and doesn't match the meaning of the Fr. phrase: choix public = choix (de politique, projet, programme...) fait/décision adoptée par les pouvoirs publics et non pas un choix validé/approuvé par le public ou publiquement

public policy
"policy" est un des termes les plus difficiles à traduire, mais il me semble que la notion de "public policy assessment" rend bien ce dont on parle ici.

public sector decisions
To me, the "public" here refers to the public sector and therefore they have to be talking about a new system for appraisals or assessments that should be used in the case of public sector projects, programmes, policies, etc., in making the right choices

I agree with the meaning, obviously. But are government decisions always "public sector" decisions? What about those that affect the private sector?
