I completely agree about CAT tools, discounts and clients, Theo! And most of them are ridiculously expensive too! I think they can be a useful resource, but not in order to get discounts, no doctor would buy a stethoscope to get discounts, for example.
A while ago an agency came up to me saying: "our client doesn't pay for repetitions". I was tempted to reply: "then I won't bother with them"

Just as you don't care, Theo, as long as you get your rate, I guess the end client doesn't care either as long as what he pays was agreed before. It's like with these buyers:

But back to the subject at hand...
I myself have never received a PO meant for a client, but it makes you wonder: what would a client think about the fact that agencies try to nickel and dime us for repetitions in Trados but charge full price to them? I had never thought of that. That's why I don't like to deal with stuff involving CAT tools. There's too much potential to be taken advantage of, imo.
