The Interstate Highway System - a massive infusion of federal cash to build highways - in 1956, is one main reason why American cities today are so ugly and unwalkable. They created urban sprawl. So I personally would cite that as one example of how government screws America up.

Practically, all the developed countries require periodic inspection of private and commercial vehicles, but I haven't seen any that peg the road tax to emission level (measured during the inspection) as a form of pollution tax and use the money to finance commuter and pedestrian facilities.
