I can only confirm this.  Although the spammers' French is far from "native" or even "understandable" at times, they make the effort of having their junk translated , which IMO means that spamming, like mass advertising through snail mail, has some kind of success...

I myself was recently asked to "adapt" (ie lie) a document for a business who were suspiciously spammr like. I told the agency about the details I had found but they didn't seem too interested.
